PHP runs seven support groups which meet weekly. The purpose of the support groups is two-fold: teach the principles and practices of harm reduction, and create a supportive, nonjudgmental environment in which drug users can talk honestly and openly about their lives. Peer facilitators help each group to define itself and develop its own guidelines.

The support groups have filled a large void in the lives of their members. These are people who are marginalized, are largely without benefits or access to HIV/AIDS clinics in hospitals, HIV law projects, HIV nutrition programs and supportive housing. Regular participation in the support groups has led many to access PHP's case management services.

PHP program participants who have been mandated to attend a support group by a court, a drug treatment program, or methadone maintenance program, report that our groups are the first that they have actually found to be beneficial.
