Mission
Positive Health Project (PHP) has been designed by the peers it serves,
to provide support and education to individuals infected and affected
by HIV/AIDS. PHP's overall strategy is to provide multi-faceted interventions
for individuals who engage in behaviors that can cause blood-borne and
sexually transmitted infections. PHP advocates for the needs of drug injectors,
substance users and those who are HIV positive while providing a safe
environment to improve their quality of life and overall health.

Sex work
and drug use are both prevalent in the Chelsea/Clinton community. According
to the New York City Department of Health, this area consistently has
the highest reported AIDS cases in New York City. The high concentration
of persons with HIV/AIDS, lack of knowledge on how to prevent infectious
diseases, discrimination, and fear of disclosure have driven the targeted
population underground, making the delivery of services extremely difficult.
